Samsung SDS Officially Launches the ‘AI-Powered Parliamentary Support Platform,’ to Realize an Intelligent Support System for the The National Assembly of The Republic of Korea

Samsung SDS announced the successful completion of Phase 1 of its National Assembly Big Data Platform Project, along with the official launch of the AI-Powered Parliamentary Support Platform.
This National Assembly-exclusive generative AI-powered system supports tasks from search and analysis to document preparation, by leveraging the National Assembly‘s expansive data. It serves as the core infrastructure for transforming Korea’s National Assembly into an ‘AI-powered institution.’
The platform uses data aggregated in collaboration with 320 organizations inside and outside of the National Assembly. It will be available to approximately 5,000 users from the National Assembly and affiliated agencies, including National Assembly members and their aides, enabling data-driven legislative activities in earnest.
The platform provides generative AI-powered parliamentary support in three areas: AI Assistant, Intelligent Search, and Legislative Bill Service.
The AI Assistant offers a chatbot that answers inquiries related to National Assembly operations and policies, along with tailored support services, including drafting of various documents and summarization of meeting minutes.
Intelligent Search enables integrated searches across internal and external data using natural language and semantic (meaning-based) queries.
The Legislative Bill Service uses AI to recommend similar legislative bills or clauses.
This three-phase project runs through 2027. It aims to support policy decision-making by integrating and analyzing data from the National Assembly and its partner organizations, while transitioning legislative and parliamentary activities into a data-driven system.
□ Establishing a Foundation for ‘Parliamentary AI Transformation (AX)’ Through Data Integration and AI Transformation
During Phase 1, Samsung SDS built a big data platform infrastructure for the National Assembly, along with an intelligent parliamentary support service based on generative AI and big data analytics.
Parliamentary records and public and academic data, scattered across internal and external sources, were converted into AI-ready formats. This was then integrated and connected to a single platform, significantly improving data accessibility and usability.
The company also established a stable foundation for data utilization through AX automation across the entire process of data collection, refinement, and analysis; the establishment of a data governance framework; and the introduction of a specialized language model for the National Assembly.
Notably, the company secured reliability by generating responses based on verified sources such as meeting minutes and reports, while enhancing security by operating the system within an on-premises environment at the National Assembly Secretariat’s data center.
□ Implementing FabriX-Powered Intelligent Parliamentary Support Service
Samsung SDS implemented intelligent search and analysis services by leveraging its proprietary generative AI service platform FabriX.
Users can quickly secure necessary information through material search, document summarization, and searching for similar legislation cases. The service also supports document drafting for legislative bill reviews and the preparation of policy materials.
Through this platform, users can use both the National Assembly's extensive parliamentary data as well as external public and academic data in an integrated manner.
